Yes it was in the User Startup!

Are the part of the DOS?
Guess so forgot to look for them inC:!
* wget command in your system path or another path (setup required)
What's the system path? Is that the C: Directory? exact path please?
Copied into C:
* mplayer for playing FLV files. mplayer must be in system path or
another path (setup required)

* rtmpdump (prefered) or flvstreamer in your system path or another

Not a clue for "rtmpdump"?
The article above says to put the commands in the C: directory What C: directory? exactly the path?
How do you copy files into the C: directory?
How many C: directories in the OS?
I see the files only by "ED" not by ambient?
