Are WOFF (Web Open Font Files) accessed only via browsing to websites that use them, or are they downloadable, and usable, in other words, convertible so that they can be recognised as True Type Fonts for use in office or DTP applications that can also make use of them? :-?

Yes, they are. After downloading them (by locating their URL in the webpage's source code, for instance), you'd have to decompress the contained TrueType or OpenType font. AFAIK, there's no standalone MorphOS or AmigaOS tool for WOFF/WOFF2 decompression, but googling 'woff decompress' or 'woff2 decompress' comes up with online conversion/decompression tools as well as native solutions for mainstream platforms.
