No, it's only a: We are to lazy to write one and there is one available at aminet, thingie. Not all people, especially newbies or people who have to set up a whole system the first time want to spend the next months doing so.

I don't know, i had several problems with the "aminet" Installer and switched to the one from OS 3.9...
