    This has been brought up many times, but I never saw an official answer or reason as to why people in other countries have to pay a VAT. It really seems crazy. Especially when non EU countries get hammered by exchange rates...

    Basically unless you are a business registered for VAT in the EU then you can`t claim the VAT back. Likewise if goods are imported in to the EU customs will charge VAT if applicable, but VAT registered business's can claim it back. The idea is that only the end consumer pays.

    If I as a UK citizen bought goods in a shop in the US I would have to pay the local sales tax so its no different really, although there are big differences in the way VAT and sales tax work.

    That is an oversimplification. The reality is much more complex than that.

    If you happen to live in Maryland and you order items from a Maryland-based reseller via the internet, you must pay value-added tax.

    The same is true about New York City, by the way. There was a big story about it a year ago because Amazon was affected by it and went to court...

    I think you meant to say Sales Tax, as there is no "value-added tax" in the State of Maryland, USA.

    Yes, it is true that U.S. Citizens must pay sales tax when buying items online if the store they are buying from is located in the same State as the one the purchaser lives in, but for ALL OTHER PURCHASES on the Internet from stores that are located in other States, or in other countries, U.S. Citizens DO NOT have to pay any sales taxes (currently, but there are politicians trying to change this as I write this), so naturally U.S. citizens are confused about this VAT that we think should not apply to us because that is the way it has worked for almost any other online purchases from other companies, even some within the EU.

    It was just confusing, that is all, and I am afraid that there have been some people who thought that the extra money collected for the VAT from people outside the EU, who thought they should not be charged it, was being kept by the MorphOS Development Team, instead of being paid to the proper tax collectors and not being refundable as explained in this thread, unless you are a company.

    Thanks for the explanation and clearing this up, as it has been an issue for a few people (not me, I have my two paid licenses for my Efika and G4 MacMini). Now I can more clearly explain it to others when they ask me about it. Before, I just shrugged my shoulders and told them that I did not know why the VAT was being applied to buyers outside of the EU.

    My wife got a VW EOS nice car... She paid a sales tax to the state and an excise tax to the city.....Did she pay a VAT as well? ..If I purchase Ebay software from Germany is there a VAT TAX? :-(

    Depends on the seller. If the seller is a commercial one then VAT (German: MwSt or Mehrwertsteuer) has to be charged, if the seller is private or a minor company (sales/year do not exceed a trading amount of 17500 EUR), no VAT is charged. In case VAT is charged you should get a proper invoice and may reclaim the VAT when exporting the goods from the EU. But IIRC European customs handle VAT reclaim only from a given value on (IIRC 50 EUR VAT, was lower before).
    In many shops there is a "tax free" service available, you still have to pay the price with VAT but the shops give you a special receipt that has to be validated at the customs for refund at the global refund services.
    But for non physical goods that get exported in a virtual way things are a bit more difficult, there is no direct custom included. But dunno for sure, am inside the EU...
