Very interesting read, thank you for the link. It seems to come down to the meter quality. While cheap meters seem to measure 30+ W for powered-off state, more sophisticated meters seem to measure only 0.9...3.7 W for same state:

Maybe an electrical engineer can shed some light on the reason(s) for the discrepancy.

Current and voltage are out a sync, hence energy direction is changing 100times/s.

A cheap meter that will only do current*voltage=power will fail here.

The meter of the provider will notice that and you'll only pay the actual difference, but they also hate that kind of "Blindstrom" as it does put load onto the cables.

Basically anything that isn't a simple resistor has this issue and providers insist that bigger customers cancel it out on their side.
