Yes, there are examples with mainstream OS's out there.For example Apple offered 10.6 Snow Leopard as Single User Pack or as Family Pack for up to 5 machines and was much cheaper than buying 5 Single User Packs.
And since 10.9 Mavericks the OS is even for free since Apple seems to make enough money with the hardware sales. But I'm not sure if this give away is the best way to do it.
MOS is a hobby OS and for my understanding the money for the license is not for making profit but to support the developers to buy new hardware for more compatibility test. From my point of view there is no question they need this support and so I pay for one license.

Since I had problems with my first MacMini I need to buy a second machine just to localize the problem. Now I have two MM and since I already put much more money into this hobby project than I originally expect I will not buy an second license for the same prize. To play around with it one license is enough. And so I will use OSX on the 2nd MM and use it as an server.
But if the MOS team would offer an discount for someone who already has one license maybe I would think about it.
