Indeed you are right: that number was originally 15 MB, but the "1" has been lost in some phase of the frenetic production. Anyway the small footprint character is not affected, of course.

OSNews' rules require that the article cannot go online elsewhere for at least one month. So there is time enough for any translation, even if it will be done by many persons and will need final coordination.
