The MPPC7447 requires 16W (avg) 24W (max) iirc from the documentation. I believe the whole purpose of the MPPC7447A was to make it run cooler and those will have a passive cooler (heatsink I presume).
I have not heard of any original G4 CPU-boards with passive coolers. I have a Pegasos II/G4 from the first batch of publicly sold boards. It has both a heatsink and a fan, the newer CPU boards have a more silent fan and different kind of heatsink though.
From what I've heard/read the original fan is rated at about 30dBA while the newer model is rated at 14dBA.

GGS-Data will replace older fans with the new one for EUR12.50 (approx), without loss of warranty. Perhaps this only applies to boards sold through GGS-Data though? (The older G4 CPU card had the fan connectors soldered directly to the CPU-card)
