I've been using PPaint 7.1c for that. I think it produces good quality color reduction/dithering when needed, and it has really nice palette merging options if you need to convert many images/brushes to use the same palette. The original version works quite fine on MorphOS (restart if GUI gfx is messed and that bothers you). There's also newer A-EON version for 68k which works partly better on MorphOS, but still has some (new) bugs left with occasional crashes. At the end, I've still used more the old original version.
