PPC BE Linux has limitation to use Radeon cards only upto Northern Island family ( ~ HD6xxx ). Southern Islands ( ~ HD 7xxx ) and newer has no hw accel support, works only framebuffer, so they are unusable.
It is no surprise that RX 560 + GTX 950 not works, only the HD6870.
Cards not supported by Powermac OF boots "blindly" to linux. Most powerfull for
linux is probably Radeon
HD 6970 with Cayman chipset.
So, if you want to use
linux+MorphOS, the best choice is Radeon
HD 6870 with Barts chipset.
And if you need see OpenFirmware screen, you have to add some Powermac compatilble non-radeon card - like 1-slot Nvidia GeForce 6600.
