Max explained that it some last-minute manual modification to allow the boards to work on modern ATX power supplies. Basically, what happens? the 'cr' board have fewer onboard components than the 'ex' version, and its power consumption is very very low, and some/many PSU basically don't sense any load and: or they don't start at all or they give not stable output, which in turn create stability issues. The two resistors you see are there for increasing the power load, they are not there for 'repair'. The next batch will have this (and other minimal modifications) directly onboard.
If the power consumption is that low, why use a ATX power supply at all? USB and standard small laptop-style power bricks are more in line with the system needs.
