It's a big update - modifications to boot.img as well as everything else.
It would be a relatively complex update for users to apply as an intermediate update (manually copying files to boot partition, mossys, etc & if it goes wrong resulting in a non-booting system), or require an install script to be written and tested on multiple setups. On top of that the updated components require testing anyway... it probably gets to a point where it would be pretty much twice the work to do an intermediate - then later a seperate 3.2 - release.
There's also the issue of other non-G5, non-Powerbook systems where users may just not apply the intermediate update (or only partially apply the update). You've then got a possible situation where problems/bug-reports require a full version list of files (ie more than just the 3.x release point) - messy.
Better just to wait for a numbered, qulity checked & tested release imho (as much as I'd love to be playing RTCW on the Powerbook).
(FWIW I'd also be interested in bumping forward Wireless support a well as 3D and G5 support if an intermediate release was considered... but then where do you stop?
