The archive downloaded
here 'works' on MorphOS, after some fiddling.
After downloading, copy the contents of the archive to your sys:applications directory.
Move (or copy) the prefs file 'BIBprefs.exe' to sys:prefs, and rename it to BIBprefs (without the .exe suffix).
This is necessary because the prefs program will not work when called from within the boingicon program (via RMB-menu>settings) as it is named by default.
Open 'sys:applications/boingiconbar/env/ikonbar.prefs' with a text editor (eg sys:utilities/editor) and delete all but the first line. Add one valid entry (eg sys:tools/format).
Save and exit.
This is necessary because it's default configuration is set up for OS4 (presumably), and the program doesn't seem to handle failed lookups well.
EDIT: It will still run, but will spit some errors out via the console. Prefs program crashed on me several times when used with invalid entries though.
Copy 'sys:applications/boingiconbar/env/ikonbar.prefs' to envarc: and to env: .
To run boingiconbar, double-click on sys:applications/boingiconbar/BiB
Nothing happened? Move your mouse to the bottom centre of the screen, and the boingiconbar should appear as if by some magic beyond the ken of mere mortals.
PS - to run the prefs program from within the program you'll need to hold down the RMB and select 'Settings' from the menu. Tricky on a Powerbook trackpad, but not impossible. (Selection from the RMB menu seems to be driven by RMB-release too, also tricky on trackpad)
PPS - ENVARC: is an assign to a folder (sys:prefs/env-archive) which contains environment variables.
At boot time, ENV: (and assign to folder RAM:ENV/ ) is created, and the contents of ENVARC: are copied into it.
ENV: is the 'live' copy of your environment variables, is where the system reads environment variables from, and is lost upon rebooting.
ENVARC: is the backed up copy - it's never used directly by the system, just copied to ENV at bootup (and updated when you save any environment variables), and it survives rebooting.
PPPS - All in all, I'm back to using Ambient panels now after that brief flirtation with eye-candy.
