How to low lovel format a hard drive under MorphOS 2.x ?
(there is an option on MorphOS 1.x with SCSIConfig, but I havn't found anything with MorphOS 2.x)

Modern drive don't support low level format (which comes from MFM drives) afaik.

Yes, formating the whole drive (but it's not my intention, I would only know if this option is possible with MorphOS 2.0).

The scsi lowlevel format isn't available anymore as it's not supported by the scsi/ide emulation. If somebody has problems with his ide drive I would suggest using the pc tools of the vendor to check them.
