Ok, for my situation I found out how to fix a bad hardfile, YMMV.

I have a backup copy of my hardfile, a plain jane Mac OS 8.1 hdf. I boot from it (also mounting the "bad hardfile"), then from the good hardfile I copy Apple Extras --> MAC OS Info Center subfolder to the same location in the "bad hardfile". Fixed my problem.
