You were probably trying to type number there, but didn't use backspace/del to remove old number first. Clock's input string only accepts two characters and flashes if you try to type more.
Anyway, you were in right place to change the time (on time prefs which can be found from system settings or double clicking the clock in screen bar).
But if you happen to use setclockntp to sync clock from net and still get clock one hour off on each reboot, then you should change timezone setting from locale prefs. That may happen for example with summer/normal time changes.
