My question is can I change the icon of a application ? e.g e-uae instead the dull generic saw with a red-white ball ? droping an icon in info window doesn't keep the change

That should work.

a) does the icon appear in the information window after you dropped it there?

b) are your sure neither the file or directory is write protected?

I managed droping an icon same name with the application .info in case of e-uae e-uae.info in the same folder with the application . That .info doesn't show in files even with ..show all , anyway that worked .
