Tried a different stack? Miami was quite odd about how it treated network *.device drivers.
Way waaaay back in the 90s I couldn't get my Hydra PCMCIA card to work on my A1200 with it unless I applied some (now long forgotten) patches to hydrapcm.device with NSDPatch.
I didn't try another stack. Kind of gave up on it. At least the FM801 card worked :)
