I obtained difficulties posting a poll. I searched for a tutorial in morphzone, but I found something but I really didn't understand how to do it

It's supposed to be a button "Add Poll" next to the button "New Topic" or not?

Polls can be added to certain forum topics by users; however, site-wide polls can only be added by admins. If you are in a topic, you should see an "add a poll" button if the forum topic allows it.*

The "add poll" button will appear next to the "new topic" button at the top of the page. For example, the "Software Buffet" topic allows polls.

Well. Even on "Software Buffet" I cannot see this "add poll" button next to the "new topic" one.
Also it says to the "permissions" button, that I cannot post any polls, but I can post polls in the "Greek Forum", but there I cannot see any "add poll" button again. Strange or not?
