I'm guessing that's to do with capacity and keeping the (gigantic!) chip size down.
You can hook up 1TB to this thing. In a 32 socket system that'll be 32TB.
As for VSX, I've heard it might have "VSX2".

Any modern chip takes years to design and these are some of the most sophisticated that exist. They're probably also tested very extensively.
