ifconfig fails

I have tried using ifconfig several different times to release and renew and IP but it never does:
>ifconfig eth0 down
>ifconfig eth0 up

nothing.

Cannot do DHCP renew.

Offline eth0
Online eth0

I use static IPs, but it should work with, and renew, DHCP also.
