    It's just not that clear cut: reducing the amount of Lead and Mercury dumped into landfills is a no-brainer. Admittedly, the battery industry is responsible for the majority of it, but PCBs are so ubiquitous in the modern age that legislating for lead-free solder is going to have a big effect on reducing the toxicity of the urban environment.
