The 9250 shouldn't take up that much more electricity than a 7500. I swaped out an ATI 7000/32 in favor of a 9250SE/128 and the uptake of my Efika system kept more or less constant (a change of about 1W). While I don't know the uptake of the 7500 I cannot image the difference to be a big issue.
The poweruptake of my Efika's 9250SE is in the range of 6-8 W during normal operation. Strong 3D operations (WipeOut 2097) lead to a power uptake increase of plu 5 W).
But I also think there are several revisions of the R280 chip.
btw.: disabling enhanced display is easy. Then no hardware acceleration is used anymore. I think your issues are probably off different origin. I rather assume that your 7500 got faulty. Have you tried back then whether the system run diffrently stable depending on which OS you actualy booted? Did issues remain regarless of enhanced display turned on or off?
