The system described by Koan actually is the only one, since no transparency is provided by toolbar.
The other way is to play dirty....
Create your bar... =)
In the graphic setttings, choose no frame for the bar
Then as background, choose pattern.
Here starts dirty way: select pattern choosin a small ".mim" object: an "arrow_left.mim" for example (but you can draw a smaller one.. should be better..
). In this way, only the mim will be displayed and the rest of the bar will be completely transparent.
Why a .mim object? I tried with a real png with alpha, but no transparency effect at all...
When you will put icon in the bar, that .mim object will stay behind the icon image, invisible. Obviously, if the icon image is a transparent png the effect could be ugly... =(
Next step is to set MUI Ambient: go in the "Button" section" and select "Pressed". Then set the effect on "Same as parent object" with 0% value. This avoids to draw coloured bokes in the bar when you select a program icon, making it only blinking.
And that's the effect:

Problems: you cannot open or close that bar. Fake transparency effect will become a real garbage effect.
The same if you move the bar...
So if you decide to add a button you will see the bar loose its transparency. Adjust position, fix your bar and after the reboot all return as it was before.
This method is usable even with Polynet bar provided that buttons have no effect when pressed to avoid blurring effects (if "tint icon" selected... Not tried the others.... ehm..)
