- removed PanelPrefs app
- fixed an issue when adding on object or the right drag bar when the panel is attached to the right border, panel will now move to the left
- fixed adding 1st entry to a new panel
- panelprefs.pobj with locales is now in the morphos drawer, just drop it over your sys: partition. 3.20 Betatesters need to do this after every OS update to maintain functionality

- added support for external prefspanes (hardcoded to panels at the moment)
