Yes, it is from one point of view.
Raw CPU power (MIPS) equals to Peg2 G4/1Ghz. My 1.33GHz Peg is about one-third faster.
Next, as you said, Sam lacks Altivec. Big malus for lame, mplayer, 3D and so.
Sam also has slower CPU write to VRAM (182 vs 223 MiB/s)
But:
Sam has faster RAM (DDR2 vs DDR), faster SATA (PCI 66MHz vs 33MHz), faster write to VRAM with DMA (600 vs 184 MiB/s)
Also overall
HDRLAB gfxbench2D is better (7595 vs 3341 pts with overclocked Peg2), Tower95 is a little faster (34-35 vs 33)
So it is not easy to say who is faster. I can benchmark it, if I have Sam.
Sam have from my point of view very big advantage: with AmigaOS and RX card there is UVD, Unified Video Decoder, where decoding is made completely by gfx card. Peg2 lacks it.
