You need to have an entity (ie company) which can enter a legal agreement with Google to implement and certify Widevine DRM.
I've previously worked on Playready DRM, Widevine DRM and Irdeto integrations with Windows / iOS / Android / Web clients and a server backend. It would be no problem to add Widevine support to MorphOS from a purely programming point of view.
It all comes down to money & politics.
