Who says they need to be from outside MorphOS Team? In the current situation (closed source) can theoretically anyone from MOS Team port MOS to anything he wants even if some/most/all of the other team members or the team head/heads don't like it? Probably not.
Also "different hardware" would be possible with other means, like a version of MOS which runs on top of Linux (or even the easier Linux/X11) instead of on top of Quark. Which doesn't require huge knowledge/skills about lowlevel hardware on the specific machine.
