How do I keep the menu bar thing at top of the screen always visible, so that no other window is blocking the view of it?

I don't think it's possible to keep it totally that way, but if you use "Maximize window on titlebar doubleclick" or "Maximize window when clicking on the Zoom gadget" options or maximize hotkey to resize windows to fullscreen, they leave the screen titlebar visible.
