Yes, as he should be getting one
FOR FREE from Apple, as he clearly bough a "computer + compatible power supply" set, which he obviously didn't get.
Also remember to ask about "restarting" your warranty, now that you should finally have a working setup (after getting the PSU)
And regarding some doubts of "65 watts actually being 45" - that likely means "45 watts" one is even less
