If a high speed USB 2.0 host controller is configured it is always capable of high speed transfers. O.k. one has to look to the initialization output to make sure the host controller did not deny the fast transfers, but normally it should work once it is configured.
So internally even the full speed transfers are
internally handeled as high speed transfers. The transfer from the host controller to the root hub is always in high speed mode, only the hub provides the full or low speed frames to the attached devices.
