Afair there are no active fan controls for the slower PowerBooks like yours. The fans should spin in auto mode - the sensor would still show 0 there though. Unless you get into 75C+ range, there really isn’t much to worry about.
Just don’t run DNetc on it ;) (the same applies to any other PowerBook user out there)
