16 is the maximum. I already researched the SerDes configurations of the T4240/T4241 in 2013, and again last year:

Yes, 16 PCIe lanes means disabled SATA. The maximum PCIe lanes with SATA enabled is 14 (see links above).

Yes, T4240QDS shows better utilization of the SoC's capabilities than T4240RDB.
