I hope you realize that it will be extremely slow.
We are not talking USB 1.1 speeds (12 Mbit).

The MPC5200B USB-controller is so bad you may
get something around USB 1.0 speed (1.5 Mbit).

1.5mbit and cd access is still better than no cd access at all...

plus from a development environment or server standpoint cd is only used for installation and possibly upgrade...

my thought was to use one as a client and the other as a server... the server could be headless and run a usb 2.0 card in the pci slot instead...

You can try to put it into a dead CD-ROM or DVD-ROM case, as I am planning to do. Should fit perfectly.

An Efika case can be bought with the motherboard but not seperately.

It will be tough to find an Efika case. You will probably have to modify one yourself.

The Efika measures: 118mm x 153mm. Mini-ITX is 170mm x 170mm.

Meaning that you should be able to fit an Efika in a Mini-ITX case. Though you will have to modify it. Or you can put it into a modified MicroATX which will give you more room & make it easier.

Nano-ITX motherboards measure 120mm x 120mm and so the case would be too small to use.

Or, you may be able to gut something out. Like an old DVD player, Nintendo game console,.... And get it to go in there & then create a face plate for it. etc.

Just found this. The case looks pretty nice and very compact but you have to be comfortable doing the work. It uses a 5.25" drive case.
