Any model I've ever looked at has surge/spike suppression, and performs line conditioning (if I recall correctly) by virtue of buffering the incoming current via the battery if not actually incorporating a auto-tap transformer.

I usually end up with what's at Costco - which is usually Tripplite, which actually is pretty good stuff and competitively priced with the other mainstays in power. But I don't know what your market would be like there, what the affordable options might be or the vendors you'd prefer.
